Update to 0.213

Debian provides version 0.213 of pbuilder, upgrading to this version should fix bug #1060101

  * update copyright file to be more machine-process-able, and move
    homepage information to debian/control
  * set ccachedir to default to off. It's a minor optimization that a
    developer may choose to enable at the cost of incompatibility and some

I have updating pbuilder to 0.213. I rebuild the pbuilder package after installing a test build without problems, so it (still) seems to be working
