Should try to bring networking up if it fails

When a board boots, the dispatcher checks to see if the network is working, and if it isn't it fails. Quite often, if you do /etc/init.d/networking restart the net comes up. If that fails, then a reboot fixes it 99 times out of 100. We should make this the default behaviour.

FWIW, I think this will fix ~14 of the ~16 health job failures I've
seen in running health jobs for 24 hours on staging.

Wow. Fixing 85% of failures would move us well towards asac's target.

Actually changed it so that if any part of the boot process fails we try again
