Are you able to attach a screenshot or digital photograph of the problem when you set 800x600? According to your dmesg it is using 1024x768:

Updated kernel to 3.5.0-17#28, bug remains.

Two things to check:
1. the fglrx version that is installed. If not installed, please try one.
2. if fglrx driver still fails, please attach /var/log/Xorg.0.log to the bug.

@a16g: I have tried fglrx-updates_9.000-0ubuntu3, but after installed, failed to enter x-windows. Log is attached.

Still getting flickering display while set to 800x600 resolution by using linux-image 3.2.0-37.58 and xserver-xorg-video-radeon 1:6.14.99~git20111219.aacbd629-0ubuntu2

But by using fglrx, 2:8.960-0ubuntu1.1 , and fglrx-experimental-9 2:9.010-0ubuntu0.3 which works normally.

Provided that 8.960 works, as it's properly supported in Precise, can we say that it is enough to pass certification?

Verified this bug with later kernel 3.2.0-53.81, there is no such flickering issue.
