dash does not open when meta key is pressed and no application is opened

when all applications are closed hitting the meta key does not do anything only after an application is open meta key will bring up the dash

Do you have enhanced zoom plugin enabled? if so bug 1061461 could be related.

Not that I am aware of, if it isn't installed in the default installation I should not have it. I did not install any plugins

I found some things that might be related:
1. if I click on the panel I can open the dash (this kind of is not really helping since if I have to click I might as well click the home button)
2. When I switch workspaces like now I have an open Chrome (it does not depend on whats running as far as I can tell) in one, when I switch to another the windows key also does not spawn the dash. Again after clicking the panel after switching the dash comes up.

I hope that this might point somebody in the right direction. For me it seems like some sort of focus is not set correctly, but I don't know the unity code so maybe its something totally different.
