xenapi: volume not tagged in boot from volume case

Bug Description

Since this change: https://review.openstack.org/#/c/10574, we require that all volumes that were created by openstack need to be tagged 'osvol'. This is later used to determine whether they should be destroyed when the VM is terminated.

Boot from volume does not tag volumes, which causes them to be deleted on termination.

    xenapi: Tag volumes in boot from volume case

    Fixes bug 1064134

    Since https://review.openstack.org/#/c/10574, we require that all
    openstack volumes are tagged, so as to distinguish them from other
    disks that could be deleted on instance termination.
