Bug Description

Changes in openstack common removed the declaration for control_exchange parameter. When it is not defined the exchange silently defaults to 'openstack'. Quantum needs to define a config option for control exchange.

    Add control_exchange option to common/config.py

    fixes bug 1062517

    Follows the instructions in the openstack/common/rpc/__init__.py and
    defines a control_exchange option.
