powervm: list_instances filtering filters out instances with custom instance_name_template setting

Bug Description

The list_instances function filter filters out instances with a custom instance_name_template setting. This is due to faultly filtering of the LPAR/instances running on the host.

I think we can just get rid of this since list_instances is really only used to check for the existence of a instance on the host already.
