Qpid unit tests not easily executed

Qpid is not in pypi so it's difficult to run the qpid related unit tests. They're also not being run by jenkins. This isn't a bug in openstack-common, but it's important to openstack-common so I wanted to log it here for tracking so we remember to do something about it at some point.

I dunno, if there's nothing we can do about it in Oslo I don't think here is the place to track it

    Support qpid unit tests.

    The qpid unit tests have never been run by default because qpid is not
    on pypi. I filed a bug asking the qpid project to support it:

    Until that happens, I uploaded a package to pypi myself.
