[FFe] Please update octopussy to 1.0.6

The version of octopussy that we have in the archive is over a year old; upstream contacted me (the original packager) to see if it could be updated to 1.0.6.

A large number of the changes are bug fixes that we really should be picking up so I would like to a Feature Freeze Exception to pickup this new version

Testing:
Checked that the webUI was accessible and starting to generate graphs; sent some data to it from both the local server and a remote server using rsyslog - verified that the log data appeared in octopussy.

Approved, seems like something we want.

Feel free to include the changelog entries directly in the bug log in future, to make for easier scanning.

Interested in maintaining this in Debian? :-)
