I had exactly the same problem after upgrading to network-manager 0.6.4-6ubuntu5 as part of a larger upgrade this morning -- nm-applet reported that no network interfaces were available, and no wireless connection was made. (Using Proxim PCMCIA G card, Atheros HAL.)

$ ls *.deb 0.6.4-6ubuntu4_ i386.deb dev_0.6. 4-6ubuntu4_ i386.deb 0.6.4-6ubuntu4_ i386.deb dev_0.6. 4-6ubuntu4_ i386.deb manager_ 0.6.4-6ubuntu4_ i386.deb manager- dev_0.6. 4-6ubuntu4_ i386.deb manager- gnome_0. 6.4-6ubuntu4_ i386.deb
