Hi, thanks for your bug report. What you're experiencing sounds awfully familiar. You may be experiencing this bug:
https://bugs.launchpad.net/ubuntu/+source/xorg-server/+bug/837456

Did the symptoms start recently? Do you remember having the same issues with Onboard 0.97.1?

Here's a possible workaround (only effective until reboot) :
$ setxkbmap ru

Does this stop the layout switches?

Removing and re-adding keyboard layouts in system settings may help too.

Hi. No, i have this problem after installing 12.04. But on that moment onboard not needed for me. Yes, this bug like my. I don't know about issues with Onboard 0.97.1.
Your way "setxkbmap" stopping layout switches, but Onboard + Xorg uses CPU so high (under the usual conditions) if press any button on Onboard.
I also tested Florence keyboard. There this problem too. What can i do with it? Write new bug for xorg-server in precise?

P.S. Sorry for my English.

OK, I'll mark this one as a duplicate of the above X server bug then. Too bad, I thought it was fixed.

Create a new bug for the CPU issue please. Perhaps against Onboard again, there were some changes in 0.98 that could possibly cause higher CPU usage. I'll move it if Onboard is innocent.
Best do it with
$ ubuntu-bug onboard

I can understand you just fine, don't worry. We're not native speakers either.
