Make Tags Smaller and Eliminate Animation

Per feedback from Communications we need to make Tags smaller (especially on Profile pages) and eliminate the animation that shows tag count. Tags should look more similar to UX1.

Hi Carlos. You might need a mockup on this, let me know.

This applies to both tag portlets and the tag box shown on a resource. We want to:

- Make the font size smaller. Make it match the font size on the My Communities portlet.

- Perhaps move back to a pill/tablet kind of look.

- Rather than reveal the number on hover, just show the number all the time, but as a separate link.
