Filter users, tenants and roles in LDAP backend

In our environment we have more than 40000 users registered in the system (Active Directory). After the integration with keystone all of them will appear on the system even if they won't ever use the system. The proposal is to have an extra parameter with the membership so we can reduce the users to the effective users in keystone and horizon as well.
