'queued' images aren't set to 'deleted' when deleted

Bug Description

Images that are in 'queued' status are not being updated to the 'deleted' status when a DELETE action is taken on them through the v1 API. For example, http://paste.openstack.org/show/20833/. And this is an active image being deleted for comparison: http://paste.openstack.org/show/20831/. These images are still being updated with deleted=True, so they are being removed from image-list commands.

Ensure status of 'queued' image updated on delete

    Images in 'queued' status (and those without a location attribute)
    were not being updated with a status of 'deleted' when a DELETE
    action was taken on them through both the v1 and v2 APIs. This
    patch ensures that both APIs correctly update the images.

Fixes bug 1048851.
