router/floating commands do not support resource reference by name

In router/floating commands, we cannot use resource reference by name.

quantum router-interface-add <router> <subnet>
quantum router-interface-delete <router> <subnet>
quantum router-gateway-set <router> <external-network>
quantum router-gateway-clear <router>
quantum floatingip-create <floating_network>
