Certain applications ignore default locale character set

Bug Description
This is a minor, but annoying bug that concerns the "ç" character in LibreOffice, Goldendict and WINE. My system is Ubuntu 12.04, with XFCE as the desktop environment, English as the default language for most locale settings, and alternative international as the keyboard layout.
Typing the cedilla character ("ç") used to be a pain until I realized that by setting the default character set to French (LC_CTYPE=
Any recommendations, or ideas as to what the problem might be ?
