account-plugin-empathy should depend on signon-plugin-password

Bug Description

The next version of Empathy (3.5.91) will have its UOA plugin store the user's credentials in signond. In order for this to work correctly, a run-time dependency on the "signon-plugin-password" package will need to be added on "account-plugin-empathy".
