mangle network namespace used for dhcp

Mangle the network namespace used by DHCP so that it is more identifiable. This is an offshoot of the folsom-rc1 targeted bug #1035366.

    fixes bug 1044113

    This fix managles the network namespace by prefixing the network id with
    qdhcp.
