Change Intranet Home Page layout on small width screens

Bug Description

Also:

- Move the right column below the left/middle, leaving two columns followed by one column

- Consider changing the "ADMIN | HELP | CONTACT | LEGAL" links in the footer to be a menu when you are in small width layouts

At narrow widths, all the office links become one-per-line. That's because the middle column is flexible and the other two aren't.

This isn't an iPhone bug. It happens also in Firefox on the desktop if you make a very narrow browser. One could argue that it isn't a bug at all...it's doing what is intended (giving the left/right columns the width.

If we can come up with a quick fix, fine. But we might have to re-invent certain aspects of the intranet home page:

1) That list of office links will never work well anyway...the links are too small to hit with your finger by tapping. Perhaps we replace it with a drop-down menu, or move the list of links out of the columns and into a heading below with the links underneath.

2) We shouldn't do 3 columns on iPhone portrait. Not nearly enough width.

Nat, I made this High and assigned to you because we probably *do* have to think about this before Chipp gets involved. The intranet home page is a pathological case "on the iPhone." In this case it has nothing to do with the iPhone, as noted in the ticket. Instead, the problem is 3 columns on a narrow screen where the middle column is flexible and the other two are fixed.

IMO we should start talking about this before Chipp.

Maybe we collapse the portals on each side and just make them links that people can click on?

I have a feeling 2-column would be enough. Putting the left-hand menu by itself would be weird with the sub-menus thing. If the left column got the full width, there wouldn't be anything to the right for the menu to pop out over. Re-inventing the left-hand menu is too big a job.

So how about this:

Some notes:

1) The office links would be in one full-width column, bigger fonts (to be more clickable).

2) I think we might choose this layout for both Phone Portrait and Phone Landscape.

Blaise, I realize this might not work, as I have altered the markup by moving office links out of "rest of footer".
