XML body not working for OSADM service api: namespace needs to be taken into account when deserializing XML

Since Keystone does not consider namespace when deserializing XML, XML versioned body for OS-KSADM create_service can not be processed by Keystone.
The api spec can be found here:
http://docs.rackspace.com/openstack-extensions/auth/OS-KSADM-admin-devguide/content/POST_addService_v2.0_OS-KSADM_services_Admin_API_Service_Developer_Operations-d1e1357.html.
However, the XML body is unable to work now.
