Menus in Wine applications don't show up fully

Bug Description

In any wine application, when I go to a menu (either from the menu bar or the context menus), sections of the menu do not show up until I mouse over them. Creating a new prefix does not solve this problem. Attached screenshot.

If I enable the virtual desktop in winecfg, the problem stops.

This might be related to KDE's desktop effects. If I don't have them enabled at all, the menus work properly. Also, if I enable the desktop effect "Fade", they also work properly. It seems that although the "Fade" description says it makes windows fade in and out, it also makes menus fade in and out. I don't know which package that is though -- something related to kwin?
