quota retrieving error message of overview page is shown in the next page

Error message "Unable to retrieve quota information" detected during rendering nova/overview is displayed after moving to the next page. Detecting errors is no promblem, but error message should be displayed on overview page.

The reason is that retrieving quota information is executed during page rendering.
Retrieving quota information should be done in ProjectOverview.get_data().

P.S.
WIth Quantum integration , error is detected when retrieving quota to display overview page (nova/overview) because ova-quantum integration for floating IPs is under development. It will be fixed in Folsom-rc1.

    This commit fixes the bug that error message "Unable to retrieve quota
    information" detected during rendering nova/overview page is displayed
