Tab "stickiness" cookie overrides requested tab in GET parameter

Repro:

1. Launch an instance
2. Click into the instance details
3. Click to a tab (e.g. "Log")
4. Return to instance list
5. Click the "View VNC Console" action.

Expected:

Taken to the VNC tab

Actual:

Taken to the Log tab.

Problem: The cookie which remembers tab "stickiness" is overriding the GET parameter that allows specifying a default tab.
