lxc must only depend on seccomp for i386 and amd64

Bug Description

Since libseccomp doesn't exist for other arches, lxc is in a dep wait on powerpc and armel/armhf.

The patch in the package is slightly different from the one sent upstream. Will push the one from upstream (after testing on the arm porter)

  * debian/rules: add '--with autoreconf' to force recreation of
    configure from configure.ac

    container when -h is passed after '--'. (LP: #1031043)
