Bug Description

Changes to the plugin class itself are simple and should mirror OVS plugin.

A bit more work is needed for the L3-agent as well, since the existing vif-plugging logic for linux bridge does not support actually connecting devices to a bridge, and that his needed for the br-ex logic.

    Linuxbridge support for L3 agent

    Fixes bug 1037245

    For the linux bridge this changes the generic interface name prefix
    from "dhc" to "ns-".
