Bug Description
When an action fails, it would be great to have a standardized place to hook in customizations for the error message that is displayed to the user.
Such a place would be able to introspect the state of the resource, and the error returned from the backend, allowing more descriptive messages to be returned.

Adds a method for overriding specific API messages.
Also provides a specific error message for dependent snapshots
during volume deletion.
Fixes bug 1037241. Fixes bug 1020326.
