Cannot choose users other than me when launching a VM from Admin panel

When I try to launch an instance from Admin Panel, help message in "Project and User" tab says that "Admin users may optionally select the project and user for whom the instance should be created.".

But the user option has only the current user in the list.
In addition, the project list contains only the projects owned by the current user.

Help message seems to be correct when I take into account the role of admin panel.

Given that there's some debate about whether this feature should even exist, I'm gonna mark it a low priority, but the bug report is correct.

    Removes the admin launch instance function.

    It was added as a proof-of-concept for workflows, primarily,
    and it has grave implications for security, accounting, and
    other concerns. Given that no one even asked for the feature
    to begin with, it seems wiser to take it back out.

    Fixes bug 1036233.
