Dell Inspiron 1420 without battery: processor.ignore_ppc does nothing

Bug Description
I have a Dell Insprion 1420 (Core 2 Duo @ 1.8GHz), and the battery has recently died. Because of this, the CPUs have been downclocked to the minimum frequency, 800 MHz.
I have tried the workaround described in bug #706089 (Frequency scaling doesn't work in current kernels) and on various pages around the web, namely, adding the processor.
