[Errno 2] No such file or directory: for runlist with web links in utah client

UTAH client fails with [Errno 2] No such file or directory: for the runlists stored in lp. However, The run lists can be accessed from the vm where the utah client is installed.

VM is precise-server-i386 and below is the output of a run

utah@utah-103-precise-server-i386:~$ sudo -u utah -i utah -r 'http://bazaar.launchpad.net/~psivaa/+junk/server/download/head:/master.run-20120718101702-5vm20tppsxduju34-7/master.run'
[Errno 2] No such file or directory: 'http://bazaar.launchpad.net/~psivaa/+junk/server/download/head:/master.run-20120718101702-5vm20tppsxduju34-7/master.run'

OK, I could close this bug if that feature is in the backlog.

Javier's got code in utah.url that simplifies this a lot, so we can definitely implement it at some point.
