The test_nova_rootwrap.py script fails in Fedora since its "/bin/sleep" is placed in "/usr/bin/sleep"

This is due to Cinder copying code from nova-rootwrap from before a set of recent improvements. They all need to be cherry-picked, it's on my TODO list.

    Port nova-rootwrap changes to cinder-rootwrap

    Port recent nova-rootwrap changes to cinder-rootwrap, including:
    * Move filter definition from Python module to configuration files
    * Fix tests execution on Fedora (bug 1027814)
    * Remove executable bit on cinder/rootwrap files

    This certainly needs a matching change to devstack to pass gating.
