wish: usability : reorder tool icons

Hi,

I can't figure the logic in order of icons in the tool panel.
It doesn't follow gimp order (or any other app)
It isn't ordered by usage
It isn't ordered by difficulty to master

 :tool_selector:
 :tool_node: advanced tool => move down
 :tool_tweak: advanced tool => move down
 :tool_zoom:
 :tool_rectangle:
 :tool_3dbox: advanced tool not (much) related to rectangle or circle => move down
 :tool_ellipse: should be near rect
 :tool_star: should be near rect
 :tool_spiral:
 :tool_pencil: basic tool => move up
 :tool_pen: move 1 down ; it's about line but it's not as fluent as prev and following
 :tool_calligraphic: move 1 up it's the same as pencil (just with theming)
 :tool_paintbucket: move down
 :tool_text: move before fill related tools (more intuitive)
 :tool_connector: move between line and polygon ?
 :tool_gradient:
 :tool_dropper:
 :tool_eraser:
 :tool_spray

here's an attempt at ordering by "difficulty" while maintaining logical group

line tools:
 :tool_pencil:
 :tool_calligraphic: it's the same as pencil (just with theming)
 :tool_pen: move 1 down ; it's about line but it's not as fluent as pencil and calligraphic

 :tool_text: do we really need the cursor in the icon ? "A" is enough for me.

figures :
 :tool_spiral: (between line and 2d figure)
 :tool_ellipse: 2d figure close to spiral
 :tool_rectangle:
 :tool_star:

 :tool_connector: a connector links 2d figures, so it should appear after 2d figures (or maybe between 1d and 2d)

 :tool_node: don't know where to put this one.
after the selector ? it's about selection but it's quite "complex".
after the pen ? (where the nodes clearly appear for first time)

"fill tools"
 :tool_eraser: erase the fill (icon doesn't look like an eraser to me)
 :tool_dropper: "get" the fill
 :tool_paintbucket: monochromatic fill
 :tool_gradient: complex fill
 :tool_spray: paint the area with shapes

 :tool_tweak: a bit like spray but with effects

 :tool_3dbox:

Selector, Node, & Tweak are editing tools. Zoom assists editing. The rest I could see possibly adjusting order for in some cases, but it makes no sense to change our default at this point. I think the better solution is to make it customizable.

Hi, a new tool order has been implemented for 1.0, which includes separators between different tool groups. Check it out: https://wiki.inkscape.org/wiki/index.php/Release_notes/1.0#Tool_box

Also includes the possibility to set a custom order.
