The android.git.linaro.org VM can't handle the load of new releases

Ever since we started mirroring JellyBean sources, android.git.linaro.org has been unresponsive w/ loads > 55.

Please give some more CPU power and RAM to the VM running it.

This prevents us from getting any real work done (can't push the JB related changes).

If we can't allocate more resources, a workaround might be to temporarily disable some non-critical services (gitweb comes to mind, if it's still the one causing most load).

RT#530 (increase CPU/VM) should be handled by IS early UTC hours on Fri. Downtime ETA is 10mins.
