Bug Description

When I remaster a Ubuntu Precise AMD64 ISO and doing a dist-upgrade making sure all packages are up to date, it seems cupsd is being started in the remastering environment.

I noticed this because mksquashfs was whining about this:

File /home/pmjdebruijn/tmp/remaster-root/etc/cups/subscriptions.conf changed size while reading filesystem, attempting to re-read

I seem to recall initctl also being renamed, but I'm guessing that might have gotten upgraded as well, replacing the diverted binary.

Which means upstart should probably be held, or a different mechanism needs to be used to block services from starting.
