User roles not listed on Modify Users screen

The Modify Users screen allows you to add users to a project with chosen roles, but doesn't inform you what roles users on the project already have. This is an unpleasant oversight.

    Clarifying user roles in various places.

      * Adds a dropdown selector for the role you wish to grant a
        user on the default project during user creation.
        Fixes bug 999380.
      * Adds a "roles" column to the "Modify Users" table so you
        can see which roles users have been granted on a project.
        Fixes bug 1011919.
      * General table cleanup for readability.
