varnishncsa startup script returns 0 when it fails to start

Bug Description

The varnishncsa startup script returns 0 if "VARNISHNCSA_ENABLED=1" is not uncommented in /etc/default/varnishncsa and you try to start it. Should it return nonzero since it failed?

It could also give the user a message when it fails to start saying that they must enable it by uncommenting VARNISHNCSA_ENABLED=1.

Newer varnish releases have had start up scripts reviewed by packagers as well as being adapted to work better with upstart and follow nowadays systemd policies for fedora and debian. This bug should now be closed.
