byobu should not run apt-check so much

Bug Description
I launched a t1.micro instance of 12.04 precise on EC2.
I logged in, and ran 'byobu'.
I watched system load go to like 17.
The reason for this was 'apt-check' being run by my user.
I'd like to either:
a.) turn it off by default
b.) only run it if system updates are not setup (ie, somehow the system might be configured to do that for you anyway)
those aren't the only options, but I'm concerned that running byobu can basically make the system unusable.
