Need Mouse Over Text on Community Badges

We need to add some mouse over text for the community badges, which will hopefully let the users better understand what everything means.

M should say: You are a Moderator
P should say: Private Community
Counter should say: Community Count

If anyone has better descriptions please feel free to chime in.

Remember to implement the mouse over on both the Communities tab and at the individual community level.

The decision was to switch to Bootstrap, so just making that note on this ticket.

Hmm, I just updated locally and didn't see any tooltips on the [M], [P], and [33].

On another note, when mousing over the [33] (the count on Active Communities), I get a pointer. But when mousing over the [P] and [M] I don't get a pointer.

I think you need to be in js dev mode, but not sure

js_devel_mode = True

If that's because we need re-juicing (which I'd be surprised about), then assign to Balazs and mark as In Progress to signify it isn't ready for testing.
