Bug Description

Once an instance has been terminated you really can't take any further actions on it. Terminate (again) is the only one that returns a success code. We should just hide the rest.

    Clean up instance state checking for actions.

    Better checking for which actions are allowed in which states.
    Fixes bug 1008798 and fixes bug 1009893.
