There should be a natural way to enter bug-links so that they are not
translated. Therefore bug-links in quotation marks should not be translated.
Examples for bugs that should not be translated:

    "bug #123"
    'bug #123'

This matches the current discovery links very well, that contain a bug-link in
quotation marks.
