I actually use plugins/DEACTIVATED, but it is the same idea.
The problem with "duplicating package managers work" is that they aren't going to give you the latest revision. Or really give you a way to get the Bazaar branch of a project.
So it isn't 100% the same as a package manager. But it is a "branch manager".
