I also can't reproduce this on a gvfs-mounted ntfs filesystem, on Ubuntu Oneiric: branching onto there from bzr just works. So, perhaps something has changed in the filesystem implementation so that chmod no longer fails?
If anyone still can reproduce this, please let us know:
* the traceback from ~/.bzr.log
* how this filesystem is mounted
* the output of 'mount'
* what OS and version you're using
