Thanks Vivek for the update.

Now is the good time to start thing if we want to land in Queens.

The first piece to land is a neutron-lib change to define an API extension.
This would be similar to https://review.openstack.org/#/c/467277/ but simpler.

Then (or in parallel), https://review.openstack.org/332711 can be resurected.
(the CLI extension work will need to be done in python-neutronclient though)
