At first pass reading through this it seems like the right answer is to use the token received with the "neutron lbaas-listener-create" call that defines the containers for LBaaS and use that token to authorize the configured neutron/Octavia account to access the container.

Does this sound right?

Does the barbican ACL API support this use case?
