Thomas Goirand ('zigo') has been helping to create Debian packages for Barbican, and noted that other OpenStack projects have a single configuration file for their projects with the form '<project-name>.conf'. Hence we should consider changing our config file from 'barbican-api.conf' to 'barbican.conf'.
