It appears that bug 81107 is a duplicate of this. In addition, this appears to be happening to a variety of people with many programs. It may be related to the fact that all programs launched from the panel share the same PGID; a gnome developer claims that assigning a shared PGID to apps from the gnome panel is not standard gnome behavior.
