i just inspected the license and (the/one) interesting part is:

1) GeoGebra Installer, Language and Documentation Files License:
   Creative Commons Attribution-NonCommercial-NoDerivs 3.0

2) GeoGebra Application and Source Code License:
   GNU General Public License v2

so removing the installer (that i disliked A LOT, anyways) would allow to include a usable version without docu and translations. they could be added at a later time...
