Also in my case I dont see a problem with having both the global menu we have now and the vertical-menu/button attached to the non-maximized windows (Marco's idea). Since they both are hidden by default. But when you hover you would activate either one.
Then when you maximize the window only the global menu would be active, since the panel and window bar become one.
Seems like a faster implementation and would still solve the problem for this cycle. Then on upcoming cycles (or when they get more time) it could be tweaked in various "creative" ways.
