Well, you seem to be an heavy menu user, most users are not (if you use a web browser, an email client and a text editor most of the common functions are in the toolbars for example). Quite some users like the visual improvement and the clutter reduction which goes with hidding the menus. That said adding an option to not hide the menus was planned for precise but didn't get worked in time, it's like to happen next cycle though

That seems to be bugs rather than any design decision, you should open bugs when you run into such cases
