Wouldn't it be possible to have the appmenu

1) in the panel for maximized windows
2) in the window title bar for non-maximized windows

So this would mean the menu would always be next to the close buttons (consistence), monitor space usage is reduced (for smaller laptops) and the menu stays with the associated window (consistence).
