But you toggle it only when needed so it keeps things nice looking when not needed.

Is also persistent so is easy to work with in apps like gimp, LO, etc..

Note the green button i borrowed from another mockup, so it could be made something else or look more like the kde appmenu.

Another positive thing is that is not too hard to implement in a shorter period, unlike some other concepts. Hopefully we can see something done this cycle.
